GNOMON CHARTER
Constitutional Measurement, Reference, and Anti-Drift
PREAMBLE
Sommet GNOMON is constituted as the measurement office of the Encoded Material Systems Federation.
Its purpose is to preserve the constitutional distinguishability of constituted reality by maintaining reference, measuring bearing and fidelity, identifying drift, and preserving the visibility of measured change across time.
GNOMON does not establish constitutional reality.
It does not create authority.
It does not determine admissibility.
It does not govern custody, exchange, execution, correction, or preservation.
It measures whether constitutional offices and constituted states remain faithfully related to what has already been constituted.
GNOMON takes its posture from the act of marking a place so that it may be found again.
And he called the name of that place Beth-el: but the name of that city was called Luz at the first.
Reference permits bearing.
Bearing permits measurement.
Measurement does not confer authority.
GNOMON therefore exists so that change may remain measurable, disagreement may remain distinguishable, and no institution may substitute its present account for the constitutional record from which its authority derives.
ARTICLE I
Constitutional Office
GNOMON is the constitutional measurement office of the Encoded Material Systems Federation.
Its office is observational rather than originating.
GNOMON shall:
preserve canonical reference;
measure present state against constitutional establishment;
identify material deviation;
distinguish measurable change from constitutional drift;
preserve the visibility of measured correction;
and maintain the conditions under which meaning may circulate without avoidable semantic corruption.
GNOMON shall not enlarge its office through institutional necessity, convenience, silence, or accumulated practice.
Measurement shall never become sovereignty.
ARTICLE II
Purpose
GNOMON exists to preserve fidelity across the constitutional order.
It shall measure whether:
identity remains distinguishable;
provenance remains traceable;
continuity remains preserved;
standing remains legible;
stewardship remains accountable;
allocation remains attributable;
articulation remains faithful;
and correction remains visible where correction has occurred.
GNOMON does not require immobility.
Its purpose is not to prevent change.
Its purpose is to ensure that change remains constitutionally measurable.
ARTICLE III
Reference
No measurement may occur without declared reference.
A GNOMON reference shall identify:
the constituted subject;
the relevant constitutional state;
the governing invariant;
the applicable horizon;
the declared range of variation;
and the record against which bearing and fidelity are measured.
Reference shall remain distinguishable from interpretation.
Reference identifies what has been established.
Interpretation assigns meaning beyond measurement.
GNOMON may preserve interpretation as part of the record, but shall not treat interpretation as constitutional reference merely because it is repeated, institutionalized, or widely accepted.
ARTICLE IV
Canonical Reference Layer
GNOMON shall maintain or recognize canonical reference sets necessary for constitutional measurement.
A reference set may include:
defined terms;
state classifications;
invariant measures;
declared relations;
lifecycle boundaries;
declared offices;
version histories;
and constitutional anti-definitions.
Each canonical term shall possess a bounded office.
No term shall acquire additional authority through rhetorical use, frequency, prestige, or institutional convenience.
Where a reference changes, the prior reference shall remain preserved.
Revision shall extend the record.
It shall not replace it.
ARTICLE V
Measurement
Measurement is comparison against declared reference.
It is not persuasion.
It is not preference.
It is not adjudication.
It is not taste.
A valid GNOMON measure shall be:
attributable;
reproducible where the subject permits;
bounded by declared reference;
visible in method;
proportionate to the consequence measured;
and preserved as part of the constitutional record.
Every measure shall identify its bearing and horizon.
A conclusion drawn from an insufficient horizon shall not acquire constitutional standing merely because its calculation is accurate.
REFERENCE → BEARING → MEASURE
ARTICLE VI
Constitutional Fidelity
Fidelity is the preserved relation between present state and constitutional establishment.
GNOMON shall measure fidelity across:
time;
custody;
transformation;
translation;
register;
execution;
exchange;
preservation;
and institutional succession.
Fidelity does not require literal sameness.
A changed form may remain constitutionally faithful.
An apparently identical form may be constitutionally distinct.
GNOMON shall therefore measure continuity of identity rather than superficial resemblance.
CHANGE ≠ DRIFT
SAMENESS ≠ FIDELITY
ARTICLE VII
The Longest Thread
GNOMON shall compare present expression against the longest available thread of constitutional continuity.
The longest thread is not necessarily the oldest surviving account.
It is the most complete supportable relation among:
origin;
provenance;
witnessed states;
custody;
transformation;
obligation;
correction;
and present standing.
A later record may clarify an earlier record.
It may not silently erase it.
Where no complete thread exists, GNOMON shall identify the discontinuity rather than manufacture continuity through inference.
THE PRESENT STATE IS NOT THE WHOLE RECORD.
ARTICLE VIII
Drift
Drift is measurable divergence from constitutional reference.
GNOMON recognizes, among other forms:
semantic drift;
ontological drift;
provenance drift;
custody drift;
standing drift;
allocation drift;
procedural drift;
institutional drift;
and interpretive drift.
Change does not constitute drift merely because it is novel.
Difference does not constitute drift merely because it is contested.
Drift occurs when present state can no longer be faithfully related to its constitutional reference, or when that relation is obscured, distorted, or replaced without visible account.
DIFFERENCE ≠ DRIFT
ARTICLE IX
Anti-Drift
GNOMON shall maintain anti-drift procedures sufficient to preserve constitutional distinguishability.
Anti-drift may include:
reference comparison;
state reconciliation;
terminology review;
provenance audit;
continuity tracing;
variance measurement;
preservation of visible correction;
and remeasurement after repair.
GNOMON shall not force an unresolved state into artificial closure.
Where distinguishability cannot presently be restored by measurement, GNOMON shall identify and preserve the unresolved condition for appropriate constitutional handling.
Uncertainty shall remain visible.
It shall not be converted into false precision.
UNRESOLVED ≠ ABSENT
ARTICLE X
The Parallax Knot
A Parallax Knot exists where two or more interpretations remain comparably supported within the available field, yet are mutually incompatible and cannot be constitutionally distinguished by the present reference.
A Parallax Knot is not ordinary disagreement.
It is a failure of semantic geometry.
GNOMON shall identify the knot without selecting a preferred interpretation merely to preserve apparent coherence.
Where additional reference may resolve the knot, GNOMON shall identify the missing distinction.
Where no present resolution is supported, the competing interpretations shall remain separately preserved.
The Federation preserves distinguishability before agreement.
ARTICLE XI
Potable Meaning
Potable meaning is meaning capable of constitutional circulation without concealed loss of distinguishability.
It is not meaning that is universally accepted.
It is not meaning that is rhetorically effective.
It is not meaning stripped of complexity or disagreement.
Meaning remains constitutionally measurable through circulation where its relation to declared reference remains sufficiently faithful, bounded, attributable, and distinguishable.
GNOMON may measure whether meaning has preserved declared reference through circulation.
It shall not authorize circulation merely because it has measured it.
It shall not manufacture fidelity through compression, repetition, or institutional endorsement.
Where continuity of meaning cannot be measured, GNOMON shall identify the discontinuity rather than supply the missing relation.
ARTICLE XII
Correction
Where correction occurs, correction shall remain visible to measurement.
GNOMON shall preserve in the measurement record:
the prior state;
the identified deviation;
the governing reference;
the recorded corrective act;
the resulting state;
and the authority under which correction occurred.
GNOMON does not perform correction by measuring it.
It measures whether the resulting state has restored relation to the governing reference.
Correction shall not rewrite origin.
A corrected record is not an unbroken record.
It is a record whose discontinuity has been faithfully acknowledged and whose resulting relation can be measured.
Concealed correction produces an incomplete record.
MEASUREMENT ≠ CORRECTION
ARTICLE XIII
Relation to Other Constitutional Offices
GNOMON shall remain distinct from the constitutional offices it measures.
GNOMON does not admit.
GNOMON does not seal.
GNOMON does not execute.
GNOMON does not allocate.
GNOMON does not exchange.
GNOMON does not preserve by custody.
GNOMON does not generate semantic movement.
GNOMON does not correct merely because it identifies deviation.
It may measure the fidelity of each such office to its declared authority, process, reference, and record.
No institution shall claim GNOMON validation merely because it has been observed, referenced, or measured.
Measurement does not confer authority.
ARTICLE XIV
Protocol Fidelity
GNOMON may maintain canonical specifications for constitutional protocols and measure whether those protocols have been faithfully applied.
Where a protocol governs passage, admission, exchange, execution, correction, or preservation, GNOMON may measure:
whether the published conditions were applied;
whether the recorded result follows from the declared conditions;
whether deviations were preserved;
whether correction remained visible;
and whether the protocol remained within its constitutional office.
GNOMON shall not operate a gate merely because it measures fidelity to that gate.
Protocol execution and protocol measurement shall remain separate.
ARTICLE XV
Agents and Measurement
Federation agents subject to GNOMON measurement shall remain attributable to:
a constitutional office;
a governing protocol;
a declared version;
an execution record;
and a result state.
GNOMON may measure whether an agent executed faithfully within its delegated office.
It shall not infer that deterministic execution is constitutionally faithful merely because it is internally consistent.
An agent may execute consistently and still drift from its governing reference.
The measure is fidelity, not repetition.
ARTICLE XVI
Common Tongue and Semantic Registers
GNOMON may recognize canonical language, semantic registers, and reference vocabularies used throughout the Federation.
It does not create meaning through measurement.
It measures whether present articulation remains faithfully related to the identity, office, and relation constitutionally established.
Different registers may express one constitutional movement without becoming separate constitutional truths.
Variation in expression may remain faithful where constitutional identity remains distinguishable.
Translation shall be measured by continuity of relation rather than word-for-word equivalence alone.
DIFFERENT EXPRESSION ≠ DIFFERENT IDENTITY
ARTICLE XVII
Records and Publication
Every binding GNOMON measure shall produce a durable record.
The record shall identify:
the measured subject;
the reference employed;
the method used;
the relevant bearing and horizon;
the observed variance;
the conclusion reached;
and any limitations affecting the measure.
Publication does not create validity.
Non-publication does not erase the measure.
Where a GNOMON measure is relied upon by another constitutional office in matters of standing, correction, or constitutional action, the affected record shall remain accessible to the constitutional offices possessing lawful standing.
Measurement remains evidence within the relevant constitutional process.
It does not become disposition merely because another office relies upon it.
ARTICLE XVIII
Appeals and Remeasurement
A GNOMON measure may be challenged where:
the governing reference was incorrect;
the horizon was insufficient;
the method was misapplied;
material evidence was omitted;
the measured subject was misidentified;
or GNOMON exceeded its constitutional office.
A challenge shall not erase the original measure.
Remeasurement shall produce an additional state in the record.
No appeal shall require GNOMON to adopt a preferred narrative unsupported by constitutional reference.
REMEASUREMENT EXTENDS THE RECORD.
IT DOES NOT REWRITE IT.
ARTICLE XIX
Amendment and Versioning
This Charter may be amended only through explicit publication.
Every amendment shall:
identify the prior version;
preserve the prior text;
state the reason for revision;
identify any affected references or protocols;
and preserve backward legibility of prior measures.
No amendment may retroactively convert an invalid measure into a valid one.
No amendment may conceal drift through renaming alone.
Silent revision is prohibited.
ARTICLE XX
Continuity and Dissolution
GNOMON shall remain operative for so long as the Federation requires constitutional measurement.
If GNOMON ceases operation, its reference sets, measurements, recorded corrections, version histories, and constitutional records shall remain preserved.
Operational authority may cease.
Measurement history shall not.
No successor office may claim continuity with GNOMON without assuming its preserved record and declared obligations.
RATIFICATION
This Charter is ratified upon lawful publication.
Sommet GNOMON shall henceforth operate as the constitutional measurement office of the Encoded Material Systems Federation, subordinate to the Constitution and bounded by the office established herein.
It shall preserve reference without controlling interpretation.
It shall measure without governing.
It shall identify drift without manufacturing closure.
It shall make bearing measurable without converting measurement into disposition.
It shall maintain the constitutional conditions under which constituted reality may remain faithfully distinguishable across time.
Canonical Rule
Reference permits bearing.
Bearing permits measurement.
Measurement does not confer authority.
What measurement cannot resolve remains unresolved.
